Merci pour votre temps et votre quête d’informations au sujet du SPL.
Permettez moi tout d’abord de me présenter,
Je suis Malik Chabi, j’ai 58 ans, je suis commandant de bord B787, ex Emirates et Turkish Airlines, élu au Comité Social et Economique le CSE Norwegian et je suis également votre représentant du SPL chez Norwegian depuis le 12 Février 2020.
Le SPL « Syndicat des Pilotes de Ligne » est affilié à la CFDT, syndicat le plus représentatif en France.
Nos objectifs et mon devoir en ma qualité de membre élu du CSE et Représentant Section Syndicale SPL est de vous représenter au mieux de vos intérêts dans le respect des règles du Code du travail, du Code de l’aviation Civil et de nos accords d’entreprise la CLA.
C’est d’ailleurs la mise en oeuvre trop longue, non collective et absolument décevante de nos accords d’entreprise (CLA) qui m’a motivé a créer cette section SPL car un autre syndicat est utile aussi mais pas seulement pour éviter une situation de monopole et toutes dérives associées.
En deux ans de mandat je suis personnellement à l’origine de nombreuses actions au sein du CSE Norwegian comme par exemple,
– Demandes de réunions extraordinaires du CSE pour nos nombreux problèmes :
– Plannings
– Travail a temps partiel
– Situation de la Compagnie (Demande rejetée par un autre syndicat pilotes en
particulier… pas de réunion)
– Propositions et gestion de consultations par courriels auprès des pilotes.
– J’ai exprimé mon profond désaccord à propos des méthodes employées par les deux
représentants d’un autre syndicat s’étant auto-déclarés comme en charge pour
l’élaboration et la négociation avant signature de nos accords d’entreprise (CLA).
– Demande du maintien du remboursement de la Visite Médicale Pilotes pendant la durée
du Temps Partiel.
– Demande du respect des contrats de travail pour l’application des augmentations de
salaire contractuelle, rétroactivité.
– Demande de diffusion globale par emails des PV de réunions CSE aux salariés. Validé
par le CSE mais pas à l’unanimité pour des raisons étranges.
– Demande de la traduction en anglais des PV de réunions CSE. Validé par le CSE, idem,
pas à l’unanimité et même contesté par certains syndicats alors que plus de 60 % des pilotes ne sont pas francophones… J’ai insisté et la résolution est acceptée et maintenant en cours d’application.
Depuis, la pandémie de Covid19 nous a malheureusement fortement impacté et même cloué au sol.
Nos objectifs actuels sont donc essentiellement concentrés sur :
– Veiller au bon respect de nos contrats de travail
– Profiter du Temps Partiel pour amender et mettre à jour notre règlement intérieur du
CSE
– Tenter de veiller à la bonne information des salariés au sujet de notre situation et les
différentes options et stratégies de la Direction en ce qui concerne l’activité de la base de Paris CDG. La Direction actuelle ayant malheureusement, mais a dessein, choisi de discuter avec un seul syndicat au détriment des autres, ce n’est pas chose facile mais au moins nous tentons au mieux.
– Participation aux vidéoconférences avec le CEO, quand le SPL est invité.
– Préparation des questions avant d’assister aux réunions du CSE tous les deux mois.
– Tenter d’éviter la réduction de nos conditions de travail sans savoir exactement quand et
comment notre activité va reprendre, même si récemment le projet de changement de nos règles d’attribution de nos congés payés a fait l’objet d’une consultation par un autre syndicat et par internet, auprès des salariés. Consultation faite sans avoir au préalable été dûment vérifiée, présentée et discutée auprès des membres élus du CSE. Sans même avoir recueilli tous les avis et autres idées potentiellement acceptables par la Direction. Sujet actuellement á l’ordre du jour le la prochaine réunion CSE. Le 2 décembre 2020.

Dear Colleagues Pilots Norwegian Paris,
Thank you for your time and your quest for information about the SPL.
Let me first introduce myself.
I am Malik Chabi, I am 58 years old, I am commander of B787, ex Emirates and Turkish Airlines, elected to the Social and Economic Committee the SEC (CSE) Norwegian and I am also your representative of the SPL at Norwegian since 12 February 2020.
The SPL “Syndicat des Pilotes de Ligne” is affiliated to the CFDT, the most representative union in France.
My objective and my duty as an elected member of the SEC (CSE) and Representative of the SPL Trade Union Section is to represent you in the best possible way in your interests in compliance with the rules of the Labor Code, the Civil Aviation Code and our company agreements with the CLA.
It was the too long, non-collective and absolutely disappointing implementation of our company agreements (CLA) that motivated me to create this SPL section because another union is also useful, but not only, to avoid a monopoly situation and all associated excesses.
In two years of my mandate I have personally initiated many actions within the SEC (CSE) Norwegian like for example,
– Requests for extraordinary meetings of the SEC (CSE) for our many problems:
. For Scheduling abuses and lack of balance
. For more Part-time work explanations to employees
. For a clear Company situation statement by Management already few month ago
(Application rejected by another pilot union in particular… resulting to a no meeting)
– Proposals and management of pilot e-mail consultations.
– I expressed my deep disagreement with the methods employed by the two representatives of another union who self-declared themselves as responsible for the development and negotiation before signing our company agreements (CLA).
– Continuation of the reimbursement of the Medical Pilot Visit during the Part-time period.
– Application of contractual salary increases, with retroactivity.
– Request for global distribution by email of minutes of SEC (CSE) meetings to employees. It was approved by the SEC (CSE) but not unanimously for some strange reasons.
– Request for English translation of minutes of meetings of CSE. Approved by the CSE, idem, not unanimously approved and even contested by some unions while more than 60% of pilots are not French-speaking… Translation process is on the way now.
Since then, the pandemic of Covid19 has unfortunately hit us hard and even nailed us to the ground.
Our current objectives are therefore mainly focused on :
– Ensure proper compliance with our employment contracts
-Take advantage of the Partial Time to amend and update our rules of procedure of the SEC (CSE)
– Attempt to ensure that employees are well informed about our situation and the various options and strategies of the Management regarding the activity of the Paris CDG base. Unfortunately, but with the intention of the present management, it is not easy to talk to one union at the expense of the others, but at least I try to do my best.
– Participation in videoconferences with the CEO when the SPL is invited.
– Preparation of questions before attending the SSC meetings every two months.
– Attempting to avoid the reduction of our working conditions without knowing exactly when and how our activity will resume, even if recently the plan to change our rules for the allocation of our paid leave was the subject of a consultation by another union and by Internet, with the employees. Consultation without having been duly verified, presented and discussed with all the elected members of the SEC (CSE). Without having collected all the opinions and other ideas potentially acceptable to the Directorate. Subject currently on the agenda at the next CSE meeting. December 2, 2020.
